Colonel,
                        You will pardon my tardiness in answering your kind note of the 22d ulto.
 
                        I see clearly the difficulty of your position in that matter of promotion, and comprehend that the course taken by you, was perhaps the best.
 
                        One of the pleasantest memories that the writer possesses of our quandrum Colonel, is that of the ever even-handed justice with which he governed the 32nd, and he assures you that the ever cordial feeling which he has ever held towards you and Mr. Dana remains unchanged by this matter of promotion.
