Commdg Battalion Mass. Vol. at Fort Warren.
Major:
The Governor directs me to inquire what you would say as to the qualifications of Corporal Charles Corbett, for the vacant Lieutenancy in the new company of the Battalion. Corbett is now a non-commissioned officer in one of the old companies, and the Governor's attention has been very strongly drawn towards him by the fact that he has a widowed mother and two sisters—all dependent on him for support.
The Governor was unable to accomplish anything such as he desired for the battalion, at Washington. The business which was the / occasion of calling him there, was so absorbing to the War Department that it was useless to attempt to draw attention to any minor detail of business.
