Norfolk July 18th. 1863.
Sergt Stanton will impress all able-bodied colored laborers in the vicinity of Norfolk and Portsmouth found among the colored refugees except those that are employed in the various staff departments or on Govt farms.
They will be employed in the Quartermaster Department at Washington will receive twenty dollars per month and their rations
