All of Co "C." of this regiment were erroneously reported as "stragglers" from the battle of Fredericksburg. they were present at the Battle and I understand did their duty, But they were not present when we arrived at this camp and the 1st Sergt, misunderstanding the order, reported them as "skulkers" from the battle-field. The com'd'g officer of that company during the battle was not in command when the report was called for.
I am deeply pained by this mistake, and wish to render the men every reparation in my power.

The General commanding sincerely regrets that the mistake should have been made, as it is his wish to reward, rather than punish the deserving—
Corpl. Sproul. Privates Taylor, Armstrong and Moore of Co. C. 40th N.Y.Vols are announced as good soldiers and in no way affected by the parade of skulkers.
