                                                It having been intimated to the Genl Comd'g that Mr Oetlins has called upon you with his naturalization papers he desires me to state that he has undoubted proofs in his possession that Mr Oetlins is not desirous of any protection from the U.S. Govt or its representatives and the Genl also desires that you will acquaint Gov Servants with the fact that no protection will be granted him, and on the contrary that he will be pleased to know that Mr Oetlins has been doubly tossed
