Sir:
Referring to the claim of N.S. Wheeler, late 1st Lieutenant 125th U. S. Colored Troops, for compensation for services said to have been rendered prior to muster-in, I am directed to inform you that the claimant having attempted to prove himself on duty by affidavits which conflict and which are not sustained by the official records of this Office, the claim cannot be favorably considered.
The Appointment, Muster-in Roll and Discharge of Lieut. / Wheeler are returned herewith.
