Jane Carter was born on October 20, 1829, in Albemarle County, Virginia. Her owner was John Coles Carter, who migrated to Missouri in 1852 and owned 126 slaves on multiple plantations by 1860. Jane Carter married Thomas Irwin, with whom she had two daughters. After Irwin passed away, she married John Carter in a ceremony officiated by her owner's daughter, Isetta Long.
John Carter died during the Civil War. Jane briefly lived in Quincy, Illinois, before settling in St. Louis, Missouri, where she earned money by washing and ironing clothes. She applied for a widow's pension in the early 1880s after developing rheumatism, and the government granted her $10 per month in 1884. She died on February 9, 1884.
