Priscilla D. Carter (maiden name: Davis) was born a free woman on May 17, 1850, in Texas. Her father, Rasmus Davis, was murdered when she was a child. She grew up in Baton Rouge, Louisiana, where she married William J. Carter (post-war name: Jackson) on January 10, 1867, as his third wife. They moved to St. Louis, Missouri, before settling on Rasmus's father's farm in Paynesville. After ten or twelve years, they moved to Clarksville. They had eight children together: Lucy Jane, born December 19, 1868; Frances Ardella, born March 7, 1870; Willie Ann, born January 18, 1873; William Anderson, born April 20, 1875; Katie Adeline, born March 24, 1877; Lula May, born June 26, 1879; Ray Rasmas, born June 13, 1886; and Wenona, born April 29, 1888. The family adopted the surname Jackson after the war, although they retained the name Carter in their pension records. Her husband died in Clarksville on January 20, 1889, of "valvular disease of the heart superinduced by rheumatism." The following year, Priscilla secured an $8 monthly pension, plus an additional $2 a month for five of her minor children. Priscilla lost her pension in 1891 when she married Harrison Stark (Starks). That same year, A. T. Jamison, a notary public in Pike County, accepted guardianship for Priscilla's minor children. Toward the end of her life, she lived with her friend Virginia Morton in Kansas City, Missouri. It is unclear when or where she died.
