Sallie Carter was the third wife of Warner Carter. They married in Currysville, Pike County, Missouri, on August 17, 1913. He died on June 6, 1915, and Sallie received her husband's accrued pension soon afterward. The Pension Bureau, however, declined to grant her a pension of her own, since her marriage had taken place after the legal cut-off date of June 27, 1905.
