Colonel Francis J. Parker—
My dear Sir.
The Governor is in doubt as to the proper person to be made Major of the 32d Regiment in place of Stephenson promoted Lieutenant Colonel. Capt Bumpus is senior Captain, but it is reported that "at the battle of Fredericksburg he turned over the command of his company to Lieut Hooper (early Sunday morning) and did not give any orders during the day, and through the next night when ordered out to take our position for the night he remained behind, saying he did not feel well not slept any the Saturday night previous and did not join us again until just before we crossed the river the next morning" On this ground Capt J. C. Edmunds is recommended for Major. As you were in command at Fredericksburg, will you please give His Excellency your opinion as to Capt Bumpus' conduct on this occasion and the propriety of promoting him or passing him over. (over /
