Phoebe Jacobs (maiden name: Wetzel) was born on June 29, 1837, in Cumberland County, Pennsylvania, to John Wetzel and Catherine Wise. Her father died in the 1840s. She grew up and attended school in North Middleton, Pennsylvania, and she married George W. Jacobs on December 25, 1855. They had at least eight children: Elmira, born on January 22, 1858; Anna, born on March 22, 1860; Willis, born around 1864; Charles, born around 1866; Sallie, born around 1868; Susan, born around 1870; George, born around 1877; and John, born around 1880. They lived in Middlesex, Pennsylvania, and her husband worked as a farmer. By 1870, they owned $18,000 of real estate and $1,000 of personal property, and they employed at least two white farm laborers. They moved to Carlisle, Pennsylvania, in the late 1800s. Her husband died in 1903, and she eventually moved in with her son George in Harrisburg, Pennsylvania. She died there of a stomach ulcer on March 28, 1916.
