Frances L. Hemstreet was born around 1848 in Cattaraugus County, New York, to Albert Hemstreet and Olive Morris. Her father was a farmer who owned $2,500 of real estate and $1,000 of personal property by 1860. She grew up and attended school in Otto, New York, and by 1875, she was working as a dressmaker. She died sometime after 1875.
