Charles P. Shivers was born around 1814 in New Jersey to John Shivers. He lived in Swedesboro, New Jersey, and he became postmaster in May 1844. He got married, and his daughter Elizabeth was born around 1845. His wife probably died in the 1840s, and he married a woman named Mary in the 1850s. They had at least two children: Mary, born around 1856; and Edgar, born around 1859.
He worked as a tailor, and he owned $1,000 of real estate in 1850. A decade later, he owned $1,600 of real estate and $1,400 of personal property. He retired in the 1860s, and by 1870, he owned $2,400 of real estate and $1,800 of personal property. He became a justice of the peace in the 1870s, and he died in Swedesboro in January 1894.
