George W. Rouse was born on December 2, 1826, in Junius, New York, to Thomas Jefferson Rouse and Gertrude Crandle. He married Mary Loomis in Hartland, New York, on November 30, 1854, and their daughter Ida was born on May 6, 1858. The family moved to Wyocena, Wisconsin, in the late 1850s. In 1860, he reported $150 in personal property.
Rouse enlisted in the Union army on September 21, 1861, and mustered in as a private in Company D of the 10th Wisconsin Infantry. The regiment took part in the Battle of Perryville on October 8, 1862, and the Battle of Stones River, which took place between December 31, 1862, and January 2, 1863. Rouse died in the Battle of Chickamauga on September 19, 1863.
