Celanire Bernoudi Sims Forbes (maiden name: Sims) was born on July 24, 1837, in Philadelphia, Pennsylvania, to John S. Sims and Emeline Marion Clarke. She married William Smith Forbes at the Church of the Holy Trinity in Philadelphia on November 3, 1858. They lived in Philadelphia and had seven children: Emeline Sims, born on July 29, 1860; Murray, born on June 23, 1863; John Sims, born on May 7, 1866; William Inness, born on November 22, 1868; Sally Inness, born on July 2, 1871; James Fitzgerald, born on March 29, 1872; and Elizabeth Fitzgerald Taylor, born on February 5, 1875. After her husband died on December 17, 1905, in Philadelphia due to complications arising from angina pectoris, Forbes began receiving a pension of $12 a month starting on August 8, 1908, until her death the following year on May 18 in Philadelphia. She is buried in Bala Cynwyd, Montgomery County, Pennsylvania.
