James Polk McKinney was born on July 10, 1848, in Troy, New York, to Robert and Mary McKinney. His father was a hardware manufacturer. The family lived in Troy until around 1861, when they moved to Cincinnati, Ohio. He enlisted in the Union army on May 2, 1864, and he mustered in as a private in Company G of the 139th Ohio Infantry on May 13. He apparently lied about his age, claiming that he was 19 years old when he enlisted. The regiment was assigned to prison guard duty in Point Lookout, Maryland, and McKinney mustered out on August 26, 1864.
McKinney returned to Cincinnati after leaving the army. His father died unexpectedly in 1864, and he founded the McKinney Manufacturing Company with his brother William. They moved to Allegheny, Pennsylvania, around 1878 and continued to operate their business there. McKinney later served as president of the Columbia Plate Glass Company and as a director of the Diamond National Bank.
He married Jane Stewart around 1885, and they had at least four children: Jean, born around 1886; Irene, born around 1888; James, born around 1891; and Robert, born around 1893. McKinney died of a cerebral embolism in Pittsburgh, Pennsylvania, on June 5, 1917.
